Your account has to have the age of 13 or older. Anyone can create games. You can also make money off of game passes, and products. You have to be 13 or older to cash it out for real money.
Yes, the Roblox Studio is available for the Android and iOS operating systems. There is a post on the official forums where a user posted about this. Instead of using the keyboard and mouse, you simply tap on everything on the screen to add items and modify their placement.
